The U.S. Embassy in Port-au-Prince is seeking an individual for the position of Program Specialist in the USAID Office.

BASIC FUNCTIONS AND MAJOR DUTIES OF THE POSITION

The Senior Local Governance Sector Advisor and Program Manager will serve as the principle local governance and decentralization advisor and program manager for USAID/Haiti, Democracy and Governance Office (DG). S/he will support and manage USAID activities to support local governance and decentralization strengthening efforts.

QUALIFICATIONS REQUIRED

Completion of a undergraduate degree related to urban planning, political science, public administration, public policy, or law is required.

Minimum 7 years of professional experience managing, designing, and/or evaluating development activities in local governance, public administration in a municipal context, urban planning, municipal service delivery, or citizen participation in a municipal context on behalf of an international organization, the U.S. Government, Government of Haiti or an Non-governmental Organizational.

English requirement : Level IV (fluent), spoken and written. *This will be tested

French requirement : Level IV (fluent), spoken and written.

Creole requirement : Level IV (fluent), spoken and written.

Knowledge of Haiti, and in particular its democratic institutions, legal and political systems, especially local governance entities.

Strong written and oral presentation skills. The Senior Local Governance Advisor must possess standard proficiency for Internet, Google, Word, PowerPoint and Excel IT applications.
